Presidential Memorandum 33

The National Science and Technology Council Subcommittee on Research Security has released policy guidance for federal funding agencies related to the National Security Presidential Memo (NSPM-33) that came out January 2021. The guidance document is located at: https://www.whitehouse.gov/wp-content/uploads/2022/01/010422-NSPM-33-Implementation-Guidance.pdf. Things to note:

  • Guidance around use of digital persistent identifiers (DPIs) starts on page 8 of the document (page 18 of the PDF)
  • At a glance, federal granting agencies are guided to provide an option for users to connect/use their “digital persistent identifier” in grant application, disclosure, and reporting processes. Agencies are advised to use a DPI service that meets a number of requirements such as being an open and non-proprietary (ORCID is currently the only identifier that meets all of the requirements).

NSF PAPPG 22-1

The NSF has released a new Proposal & Award Policies & Procedures Guide (PAPPG) effective as of October 4, 2021. The full-text of the document and current updates can be found at the NSF website linked here. The PAPPG does contain several relevant updates concerning the Biosketch which will be effective with the new PAPPG. Here is a summary of biosketch related changes:

  • A table entitled, NSF Pre-award and Post-award Disclosures Relating to the Biographical Sketch and Current and Pending Support. This table identifies where pre- and post-award current and pending support disclosure information must be provided. Proposers and awardees may begin using this table immediately
  • Increasing the page limit for the biographical sketch from two to three pages;
  • Updates to the current and pending support section of NSF proposals to require that information on objectives and overlap with other projects is provided to help NSF and reviewers assess overlap/duplication
